THE NEGOTIATION PROCESS ENTERS A CALMED CHANNEL.

 

Since the moment of Kiev meeting in July 2nd-3rd 2002, the process on settlement of Moldavian-Dniestrian relationship has got a new impulse. The Permanent political convention, established in Kiev and included meetings of plenipotentiary representatives of the parties and mediators, which had taken place for already 4 times in Kishinev in the territory of countries-mediators: in the OSCE mission, embassies of Russia and Ukraine in the RM. In diplomatic language, 4 rounds took place, but neither its process nor results were officially brought to mass publicity. None of participants of the negotiation process made any official declarations or gave any interview.

Publications appeared in the Moldavian press were based just on presumptions of journalists. In their judgments they were basing on episodic information, without references at participants of the negotiations.

Today the DMR minister of foreign affairs Valery Litskay reported the President of the Dniester Moldavian Republic Igor Smirnov about results of the meeting. In an interview to our correspondent, the head of foreign affairs department outlined some results of Kishinev rounds.

He remarked, "In comparison with Kiev rounds, we now see more clearly the perspectives of political settlement".

He continued, "Nevertheless, the situation will not be explicit, if we do not say about difficulties available. It is the Republic of Moldova, which aspires to move economic problems to background. Though still in Kiev, Kishinev and Tiraspol have signed a protocol, where there was fixed necessity of removing obstacles impeding the dialogue. And as known, the first necessity is to cancel the economic blockade against Dniestria". "That's why", as Valery Litskay, "Much time was given to consideration of problems, first of all, in foreign policy, and custom aspect. Working groups of experts are needed for the resolution; they should carry out consultation by October 1st, to offer recommendations for removal of economic obstacles".

At the same time, V. Litskay marked aspiration of Moldova to declare its projects as basic ones, to obtrude its views of settlement of relationship. "The struggle was rather tough, however results can be appreciated as satisfying".

The fact, which the chief diplomat of Dniestria referred to positive ones, was that the parties carried out general understanding of federalization, of its construction. "We have moved farther in understanding of the general motto which had appeared after Kiev".

In perspective, in 2 months, a meeting in Tiraspol is foreseen; the plan of works is already penciled, and "also in Moscow in 2 months more if necessary".
