STANISLAV KHAZHEEV: “OUR MILITARY DOCTRINE IS PURELY DEFENSIVE”

 

On September 6th, the Armed Forces of the Dniester Moldavian Republic celebrate its 11th anniversary. On the eve of celebration, the DMR minister of defense Stanislav Khazheev had held a press conference, where the republican mass media representatives had been invited.

“If the Armed Forces had not been created, the Dniester Moldavian Republic would not have existed in the shape as it is today. At the same time, our army keeps pure defensive doctrine”, said the DMR minister of defense addressing the journalists.

He remarked, “in order to determine and organize the army’s military structure, its founders firstly had to undertake military-political analytical of military doctrines of states, with purpose of developing our own doctrine; secondly, to define the military-economic potential, possible direction of activity and the Armed Forces staff”. Motorized shooters brigades are the basis of the Dniestrian Armed Forces. By words of the defense minister, the number of militaries, and the Armed Forces structure is optimal for our small state.

As Stanislav Khazheev emphasized, “today, the main objectives accomplished by the DMR Armed Forces are maintenance of fighting and mobilization trim, and operative military preparation of the troops in peaceful time”. There are also held examinations of notification systems, of possibility of interaction between the Chief Staff and other staffs, fighting trim of all subdivisions. Intensive fighting preparation is under way. As the defense minister remarked, “For 10 years, none of fighting trim actions had been failed”.

But not only draftees learn the difficult military science. For the officers’ staff, both for junior and senior ones, the so-called musters are undertaken. Citizens consisting the mobilization resource are also sent for refresher courses. Their re-study is held in battlefield conditions, tactical and fighting preparation is underway. By words Khazhhev, 40% of academic time is spent in battlefield conditions.

At the same time, a number of problems exist in the Dniestrian Armed forces. As the defense minister remarked, personnel issue is one of the major. As far as after the USSR collapse, nearly all high-qualified military staff remained in Russia, Moldova, and the Ukraine. The centers of education are also situated outside the DMR. That’s why acute deficit of superior military personnel is felt in Dniestria now. In order to fill the lack of superior officers, today the department of military education is established in the Dniestrian state university, where there is preparation for 9 military specialties.

Besides, because of difficult economic situation in the republic, the quality of engineering and weaponry leaves to wish. As Stanislav Khazheev informed, “ now we gradually increase the number of some kinds of engineering, especially of the non-military purpose”.

There is one more problem, concerning the very militaries as well as their relatives, and also the draftees’ parents. It’s the question of home service and nourishment. As the defense minister emphasized, “today, there is active preparation for autumn and winter season. Boilers’ rooms are repaired, coal is purchased, and barracks are reconstructed”. Stanislav Khazheev remarked, “since there are no state bath now, we faced the problem of creating our own bath-and-laundry complexes. Today, we already have ones in the North and South of the republic, and in center; such a complex will soon be put into action. Our president has rendered great assistance in resolution of this problem”.

In its speech, Stanislav Khazheev has made a detailed relating about the educative function accomplished by the army. As the defense minister emphasized, “for today, two concepts are developed together with the DMR ministry of education: one for education of youth, and the second one – for soldiers themselves. As many as 40% of draftees come to the army with incomplete high-school education. The street greatly influences upon guys. That’s why general education actions are underway, and lectures are read for the militaries”.

Commenting on situation with the militaries’ nourishment, Stanislav Khazheev informed, “assistance in filling the deficit of food is rendered by subsidiary economic agents”, belonging to the Armed forces. The daily ration of soldiers consists of 60 grams of butter, 120 grams of sugar, dishes from fish, meat, potatoes, cereals, and vegetables.

Answering the question of the ministry’s attitude towards transformation of the army in to a professional one, Stanislav Khazheev remarked that his attitude was positive but “professionals should be well paid, and we do not have such a possibility”. Besides, it will make us create the system of preparing reserves for the professional army but it will also take money. Stanislav Khazheev emphasized, “First of all, we need to adjust the system of armed forces, which already exist in the DMR today”.
